Cognitive accessibility in buildings: Spain's Royal Decree 707/2026

Spain published Royal Decree 707/2026 on 3 September, approving basic cognitive-accessibility conditions. It enters into force on 2 January 2027, so the publication date and effective date are different.
Within the Building Technical Code, the requirements apply to new buildings, major interventions in existing buildings and the affected elements in other works. They cover understandable routes, clear signs and information, visual support and management of sensory stimuli.
Renovation and lift projects should consider how people understand and navigate common areas from the design stage. The project team and competent authority determine the requirements for each case.
